During the 1990s, interethnic hostilities swept across Eastern Europe, causing devastation and deep rifts between communities. To prevent this from happening again, the position of OSCE High Commissioner on National Minorities was established in 1992.
One of the key roles of the High Commissioner is to promote the integration of diverse societies throughout the OSCE region; a region consisting of 57 OSCE participating States.
